Sir William of Deira is a farmer that Arthur and Merlin hired to pretend to be a knight who was fighting in the Jousting Tournement, so that Arthur could compete undercover. Arthur did this so that he could be challenged by other Knights without their fear of hurting or injuring him, as he is the future King of Camelot.
